As a Human Resources Specialist (Recruitment and Placement) at the GS-0201-13/14, you will be part of Workforce Policy and Innovation, Office of Personnel Management. If selected, you will be responsible for advising, evaluating, and developing government-wide hiring policies and regulations.

Duties

Analyze human resources hiring laws, regulations, and policies to provide assistance to internal and external stakeholders. Administer regulations, policies, and practices for government-wide recruitment and hiring related activities. Develop regulations and policies related to Federal hiring, which includes hiring authorities for Federal positions, including student employment programs.

For the GS-13: You must have one year of specialized experience at the GS-12 level in the federal service or equivalent in the private or public sector which included: 1) participating in the development of hiring or workforce restructuring policy proposals, regulations, guidance, or agency requests for related hiring flexibilities; 2) providing advice and guidance on Federal HR policies and laws related to delegated examining, direct hiring authority, promotion and internal placement, non-competitive, or excepted service hiring authorities. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. For the GS-14: You must have one year of specialized experience at the GS-13 level in the federal service or equivalent in the private or public sector which included: 1) leading the development of hiring or workforce restructuring policy proposals, regulations or guidance; 2) identifying, attracting, or selecting individuals in support of changing organizational needs; 3) implementing hiring policy proposals, legislation, regulations, guidelines, or executive orders for government-wide use. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
