The position is located in the Fleet Management Division, Office of General Services Management, Office of Operations and Planning, Deputy Assistant Secretary for Operations, Bureau of Administration(A/OPR/GSM/FMO), Department of State (DoS).
Duties
Receives, reviews, and approves justification for assignment of administrative use vehicles. Performs analysis
of the vehicle fleet regarding utilization, cost per mile, monthly lease costs, and maintenance and repair time.
Supports FMO by providing input and oversight of functional areas and performs the duties of a Contracting Officer Representative (COR), as assigned by the Chief of Fleet.
Plans, programs and prepares purchase documents/requisitions in accordance with regulations and directives. Examines vendor invoices and receiving reports and submits for processing or returns to vendor for corrections and resubmission.
Serves as the FMO staff member with responsibility for quality assurance activities designed to assess FMO products and services.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service that demonstrates a knowledge of transportation function(s) which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in GSA Drive-thru software.
Experience in FleetWave platform.
Experience in performing duties as a Contracting Operating Representative.
Experience working with clients and customers (that is, any individuals who use or receive the services or products that work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations.
There is no substitute of education for specialized experience for the GS-12 position.
