This position is in the Office of Health Informatics (OHI) Office of Clinical Informatics (OCI) Human Systems Integration (HSI). The incumbent is a professional scientific Human Factors Engineering Specialist who performs rigorous, international standards-based and methodologically sound human-centered design assessments and applied research of the technical human factors discipline within the VA.

Duties

Duties include but are not limited to:
Apply ethnographic, observational, and diary study methods to gather information on user needs and goals from field studies, usability studies, and site visits to assist in the development of actionable Health Information System (HIS) and work systems requirements and ensure that designs and prototypes reflect user needs and technical capabilities.
Use cognitive task analysis, story mapping, ethnography, and other relevant methods to design, evaluate and support development of HIS and work systems to be used by VHA clinicians, Veterans, and family Caregivers.
Establish and evaluate user training, user acceptance testing, and user implementation plans in collaboration with domain experts.
Apply socio-technical systems (STS) theory to human-centered design (HCD) to ensure that Health Information Systems products and work systems meet the needs of individual users, as well as the organization holistically.
Create, promote and support a corporate standard for usability and HCD excellence throughout the Department.
Improve interfaces and work systems for VA products and services to be useful, understandable, usable, error-tolerant and effective.
Lead the design and performance of studies on projects to provide evidence-based and state-of-the-art recommendations for advancing VHA's mission through the use of HIS

Time-In-Grade Requirement: Required Time in Grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade must have been held in the Federal service but may have been in any occupation. You must provide the correct SF50 verifying time in grade, please see qualifications section. For this vacancy, applicants must have held the following for at least a year:
For a GS-13 position must have held a GS-12 or higher.
For a GS-12 position must have held a GS-11 or higher.

GS-12:
Specialized Experience: Assisting in making decisions, providing recommendations, and conveying risks to senior leadership on factors that will significantly change, enhance, develop or interpret important public polices, programs, and standards. Assisting with how to understand and define VHA Health IT user audiences and their context of use, including how to gather and assess user requirements, needs and satisfaction levels. Assisting with planning and conducting simultaneous studies and organizational analyses of diverse functions and work processes, at a level of complexity that requires significant scoping decisions and considerable risk management efforts. Assisting with creating or assessing UI designs and specifications across multiple platforms and form factors, applying expert knowledge of the standards, principles, practices, and patterns of design. Familiarity with the planning and manner of execution regarding usability evaluations and risk assessments, including a professional knowledge for data analysis and artful tact for delivering recommendations on the design and functionality of numerous HIS. Utilizing synthesizing knowledge from existing resources to advance the execution and success of studies by analyzing the results of these assessments and making recommendations on the design and functionality to improve users' efficiency, effectiveness, and satisfaction. Utilizing comprehensive knowledge of health care systems improvement methodologies and the ability to provide information, develop and publish guidelines, toolkits, and reports on such methodologies is required.
GS-13:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience making decisions, providing recommendations, and conveying risks to senior leadership on factors that will significantly change, enhance, develop or interpret important public polices, programs, and standards. Plan and conducts simultaneous studies and organizational analyses of diverse functions and work processes, at a level of complexity that requires significant scoping decisions and considerable risk management efforts. Creates or assess UI designs and specifications across multiple platforms and form factors, applying expert knowledge of the standards, principles, practices, and patterns of design.
