Duties
This position is located in the Department of Homeland Security (DHS), Office of Partnership and Engagement (OPE), Washington, DC. The primary purpose of this position is to provide expert guidance/technical advice regarding the Department's programming, planning, budgeting, and execution processes and is responsible for all aspects of OPE's budget formulation.
Duties performed:
Formulates and implements authoritative budgetary Department-wide policies, standards, and other guidelines that have a profound impact on the financing and accomplishment of varied and major national programs.
Interprets and assesses the impact of new and revised congressional legislation on the formulation and execution of the full range of program budgets within the Department.
Reviews, approves, disapproves, and recommends the amount and timing of allotments of funds to agency components and programs.
Tracks progress bureau appropriations through Congress.
Analyzes and evaluates continual changes in program plans and funding and their effect on financial and budget program milestones.
Provides analytical services to support the formulation, justification, presentation, enactment, and execution stages of the budget process for a DHS component.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience: GS-14:
Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that included the following duties:
1) Reviewing program budgets to recommend changes;
2) Performing administrative and analytical duties connected with the review, justification and presentation of budgets; and
3) Forecasting long-range funding needs for budget formulation.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
