The primary purpose of this position is to serve as senior information technology (IT) specialist and consultant to management in support of enterprise IT policy and plans.
Duties
Performs studies and establishes plans of action for improving the efficiency of information technology applications. Performs studies covering the installation's information technology status.
Assesses policy needs and develops policy and procedures governing IT activities. Plans, develops, approves procedures and interprets policy related to IT activities.
Functions as a senior technical advisor on contract and budget activities. Plans and coordinates all phases of the acquisition, implementation, and integration of IT assets.
Represents the organization at conferences and meetings and presents briefings. Leads and/or participates in discussions, meetings, conferences, committees or special IT projects.

- A security clearance may be required
- The candidate must be able to obtain and maintain a Secret Security Clearance.

- Information Assurance Certification is a condition of employment. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
Qualifications
This is a GG-12 position in the Cyber Excepted Service (CES).The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: serve as senior information technology (IT) specialist and consultant to management in support of enterprise IT policy and plans.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of IT principles, concepts, and methods.
2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
4. Knowledge of system architecture, integration techniques, and testing methods.
5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
