Duties

Typical work assignments include: Develop programs vital to the personnel security program (continuous evaluation, quality assurance, industrial security, reinvestigations, and security awareness). Recommend personnel security requirements, processes, and procedures. Provide assistance to agency officials by advising on personnel security policies and related matters. Ensure all required information is present in background investigations for the appropriate adjudicative decision. Recommend plans for accomplishment of assigned functions to meet priorities, deadlines, and production goals. Make recommendations to supervisor on distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; recommending adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Independently review background investigations and make decisions regarding pre-employment vetting, suitability for federal employment, fitness to work for or on behalf of the federal government, eligibility to occupy national security positions, eligibility to access classified National Security Information (NSI), and access Sensitive Compartmentalized Information (SCI). Apply suitability factors and security adjudicative guidelines to make adjudicative decisions for unique and varied situations. Advise other staff on adverse action recommendations for suitability, fitness, national security, security clearance, or SCI eligibility. Identify the presence or absence of derogatory information and evaluate all information to make a final determination. Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, project and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives. Review correspondence from other staff members to ensure professional quality products. Contact or issue written correspondence with individuals, outside entities or other government agencies for additional information. Represent the organization in personnel security matters. Consult with investigating and adjudicating components of agencies such as OPM, DHS, FBI, CIA, NSA, etc. to remain up-to-date and proficient in the knowledge of investigative procedures. Articulate and communicate to the team the assignments, projects, problems to be solved actionable events, milestones, and/or program issues under review and deadlines and time frames for completion. Attend meetings that frequently involve high level briefings and/or review of TS materials.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. You qualify for the GS-12 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties: Analyzing and applying laws, principles, concepts, policies, practices or regulations governing special security programs in order to review, analyze, and resolve security problems; and Developing and preparing explanations of facts to express recommendations; and Applying practical security principles, concepts and methods in carrying out assignments; and Utilizing automated systems to access, enter or retrieve confidential employee information (i.e. ISMS, DISS, NP2, CVS, TECS, CVAS, & Rap Back). You qualify for the GS-13 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties: Utilizing security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; and Communicating orally and in writing, clearly, concisely, and accurately to a large range of audiences; and Developing guidance for applying security policy, procedures, techniques, and methods to a variety of work situations; and Utilizing automated systems to access, enter, or retrieve confidential employee information (i.e. ISMS, DISS, NP2, CVS, TECS, CVAS, and/or Rap Back). Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
