You will serve as an Environmental Specialist within the Environmental Management Branch to provide environmental guidance and technical expertise and be responsible for assuring that environmental programs, studies, and documents comply with appropriate environmental policy acts, regulations, and laws. The work requires the exercise of discretion and independent judgment in the application of knowledge of the principles, practices, and techniques of environmental planning and protection.
Duties
Support the development of National Environmental Policy Act documents ensuring that all documents contain scientifically supported analysis/mitigation measures and are of high/professional quality and supportive of defensible decisions.
Provide support of environmental design reviews, compliance assistance, environmental checklist, stakeholder engagement, and National Environmental Policy Act actions with NASA Kennedy Space Center as the lead or cooperating agency.
Coordinate environmental compliance with stakeholders, internal and external, to NASA Kennedy Space Center. Apply leadership and soft skills, such as negotiations, communications, trust building, and ability to interact with tact and diplomacy.
Prepare technical documentation for special purpose environmental laws and regulations, such as those related to cultural resources, threatened and endangered species, noise, water quality and wetlands, and air quality as applicable.
Define requirements, develop scope of work, project schedules and manage a variety of environmental projects, service contracts, and agreements.
Develop oral and written technical environmental briefings, presentations, and reports to convey information to agency officials and personnel at all levels and to the general public.
Plan, lead, coordinate, and implement natural resource management planning activities for NASA projects and initiatives, as well as NASA stakeholders and partners.
Advise on Federal, State, and local laws and regulations, documentation and reporting requirements and make recommendations significantly changing, interpreting, or expanding important environmental policies and programs.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Planning and leading full-cycle environmental projects with complex regulatory requirements, to include overseeing the environmental regulatory process or policy related activities;
Researching and interpreting a wide range of environmental policies to assure full implementation of environmental laws, regulations, and policies; and
Providing technical guidance to resolve complex environmental issues/problems by applying environmental standards, methods, and practices.
