You will serve as the Kennedy Space Center (KSC) Technical Program Lead on natural resources, habitat management and mitigation, permitting, regulatory compliance of the National Environmental Policy Act (NEPA), and other environmental and natural resource requirements in support of the KSC Multi-user Spaceport.
Duties
Serves as the Center’s National Environmental Policy Act (NEPA) Manager within the Environmental Management Branch of the Medical and Environmental Services Division of the Spaceport Integration and Services Directorate.
Serves as the Technical Lead for the Environmental Planning Team within the Environmental Management Branch of the Medical and Environmental Services Division of the Spaceport Integration and Services Directorate.
Supports environmental design reviews, compliance, and stakeholder engagement. Manages the Center-wide Programmatic Environmental Impact Statement (EIS). Supports NEPA actions with NASA/KSC as the lead or cooperating agency.
Plans, directs, and implements the natural resources program, cultural and historic resources program, ecological monitoring program, and compliance with NEPA and other applicable state and federal environmental laws and regulations.
Coordinates environmental compliance with Master Planning, Construction of Facilities, institutional programs, NASA Headquarters, regulatory agencies, commercial partners, and other stakeholders.
Develops and analyzes proposals for environmental protection regulations and generates budgets, plans, schedules, and risk analyses to assess impacts to the natural, biological, and built environment.
Supports and manages the development of all KSC NEPA documents. Ensures that all documents contain scientifically supported analysis/mitigation measures and are of high/professional quality and supportive of defensible decisions.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Planning, leading, and managing multiple environmental projects with complex regulatory requirements, multiple stakeholder involvement, and competing resources;
Preparing environmental documentation (e.g., Environmental Assessment (EA), Finding of No Significant Impact, Environmental Impact Statement (EIS), and Record of Decision) for spaceport development projects in compliance with National Environmental Policy Act (NEPA) and other environmental regulations and orders;
Applying environmental laws and requirements towards a compliance strategy to meet agency/organizational goals on environmental compliance functions such as permits, policies, procedures, and establishing/reporting on environmental performance and mitigation measures.
