Support the Military's Quality of Life programs! The Morale, Welfare, and Recreation (MWR) department of Commander, Navy Installations Command (CNIC) provides fitness, recreation, lodging and food and beverage programs for service members, their families, retired military and civilian employees. Responsible for the management, operation, and maintenance of multiple fitness facilities, utilities, aquatic facility, playing fields and surrounding grounds operated by the athletic department.

Duties

Develops, implements, evaluates and continually modifies all components of a comprehensive fitness and health promotion program. Program includes programs numerous fitness facilities, group exercise classes, personal training, fitness and health promotion workshops, fitness, health and lifestyle assessments, command fitness conditioning and support, large-scale events etc. Sets standards, provide vision and serves as a model for fitness programs Navy-wide. (75%) Creates ongoing alliance with allied health care providers, related civilian sector medical and fitness organizational/companies. Attends/participates in national meetings/conferences within the field to obtain the latest information/research. Information gained from these interactions used by the incumbent to ensure the West Sound program operates as the Navy model fitness program and is recognized throughout the profession as a leader in fitness and health promotion. Assists Commander Naval Installation Command (CNIC), Morale, Welfare and Recreation (MWR) Fitness Division and CNIC Health and Physical Readiness staff with input for development and modification of Navy command physical conditioning and MWR fitness policies. Provides guidance, technical support and metrics for the West Sound commands with programs and services designed to assist the active duty commands. Provides input for construction, renovation and operations of fitness facilities. Ensures facilities are in compliance with all Navy and industry operational guidelines/standards. Develops and monitors the execution of the annual NAF operating budget. Determines financial requirements for short and long term needs, analyzes financial data, and submits reports to management. Ensures financial integrity is maintained and required reports and records are completed. Creates new opportunities for program revenue and proposes cost saving initiatives. Establishes and maintains accurate property control systems in accordance with higher directives. (e.g., DRMO and receiving of all athletic property). Determines property/equipment condition to justify either turn-in for disposal or repairs required. Initiates action required for repairing equipment. Maintains property administration and industrial property control directives and regulations for all facets of property. Has continuing technical responsibilities for equipment utilization within the Fitness Department. Establishes and maintains a property/equipment life expectancy plan for all fitness equipment. Develops and implements equipment preventive maintenance plans. Promotes the use of the fitness programs and facilities for maximum participation on a ongoing basis, serving an extra-large community of 50,000 naval personnel, retirees, civilians and their eligible family members. Determines which facilities, personnel, and supplies are required, etc. Attends meetings with command, athletic and recreation representatives, contributing suggestions for determining sports and fitness interests and participating in the evaluation of the sports and fitness programs by analyzing participation, attendance and morale of personnel utilizing the facilities within established agency policies and guidelines. Prepares and disseminates publicity material on scheduled fitness programs through available printed media and discussions with command, athletic and recreational representatives. Attends meetings and participates as a command representative of the Regional Northern Pacific Navy Sports and Fitness Conference program which provides competition above the local intramural sports and fitness program. Establishes procedures, guidelines and operating instructions for all fitness programs. Reviews, evaluates and modifies programs and operations on an ongoing basis. Supervises up to eleven (11) GS-0188-07 and NAF-188-03 Recreation Specialists (Fitness Trainers) and six (6) NF-0189-02 Recreation Assistance, college interns (when on staff) and volunteers. (25%) Oversees, creates, modifies, and coordinates staffing schedules for multiple facilities. Provides staff with current and upcoming hours/days they are scheduled to work. Evaluates work performance and prepares performance appraisals, authorizes leave, hears and resolves grievances, establish goals and expected performance standards and takes disciplinary measures (i.e., warnings, reprimands) when necessary. Recruits, hires and trains personnel. Identifies the training and developmental for personal and professional needs of staff. Incumbent provides necessary on-the-job training for subordinates. Complies with EEO policies and communicates support of these policies with subordinates. May act as the Sports, Fitness and Aquatics Director in his/her absence.

Qualifications

A bachelor's degree from an accredited college/university in Exercise Physiology, Physical Education, or Fitness or Nutrition Sciences is desirable or three (3) years experience in a large fitness facility. Coursework or experiences should include advanced exercise physiology, exercise prescription for apparently healthy populations and for individuals with physical problems/conditions (hypertension, diabetes, obesity, heart disease, pulmonary restrictions, musculoskeletal problems, chronic back pain and/or pregnancy), exercise and medication interactions, electrocardiography, kinesiology, advanced physiology, anatomy and nutrition. Must be able to identify disease-related risk factors and be capable of assisting individuals with risk factor modifications through exercise, diet, stress management, and other lifestyle changes. Experience in budgeting and space utilization as it relates to a fitness facility Experience supervising fitness staff to include, but not limited to, facility leads, counter attendants and volunteers Knowledge of the range of activities, services, and participants' interests in order to plan and conduct a program that meets patron needs Knowledge of policies and procedures that apply to space utilization to analyze information, interpret guidance and draw conclusions Knowledge in planning budget requirements Knowledge of regulations, equipment, facilities, workers and environment of a fitness facility

Education

A bachelor's degree from an accredited college/university in Exercise Physiology, Physical Education, or Fitness or Nutrition Sciences is desirable.
