This position is located in the Department of Defense, Office of the Inspector General (DoD OIG), Deputy Inspector General for Evaluations (DIG-EVAL), Criminal Investigative Policy and Oversight (CIPO) Division.

Duties

Plans, schedules, and conducts oversight evaluations of the criminal investigative functions of Defense Criminal Investigative Organizations and Department law enforcement organizations. Develops data collection methodologies and collects required data to identify strengths and weaknesses, assesses and analyzes problem areas and recommends actions for correction and prevention of future similar problems. Ensures the evaluation reports contain a thorough analysis of data obtained during reviews of Defense Criminal Investigative Organizations relating to their operational procedures and the effectiveness and efficiency of said operations. Adherence to established regulations; impact and significance on programs and personnel of the affected Service, Agency, and the DoD; and patterns recurring in more than one situation, service, or agency. Develops and coordinates DoD-wide criminal investigative policies and procedures and indicates a need for Department-level actions to prevent, detect, or remedy fraud, waste, and abuse. Establishes and maintains liaison with DoD and Non-DoD organizations. Provides oversight of technical aspects of complex DoD-wide general criminal investigations. Development and execution of DoD and OIG policies and programs to prevent fraud and corruption in DoD operations. This includes expert advice on internal reviews, oversight programs, and other activities. Prepares and reports significant investigative evaluation results to the Secretaries of the Military Departments, DoD Program Managers, Directors, Inspector General (IG), and the Secretary of Defense.

Requirements

  • Must be a U.S Citizen
  • Position has been designated as Security designation level such as Critical Sensitive. Incumbent is required to obtain and maintain a Top-Secret security clearance.
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: You must have 52 weeks of specialized experience at the next lower grade level of GS-12. Specialized experience is defined as: Extensive experience in researching, planning, directing, managing, and conducting general criminal investigations and program evaluations; and coordinating investigative matters with other Federal, state, local and foreign law enforcement and security agencies. Has thorough knowledge of criminal, civil, administrative, and contract law including the Uniform Code of Military Justice; investigative techniques; rules of evidence; laws and regulations. Skill in program analyses and methodology, problem solving and independent judgement. Skill in written and oral communication to prepare comprehensive, professional, accurate investigative and evaluation reports and brief evaluation report findings and recommendations to leadership. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: General Schedule Qualification Standards (opm.gov) Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
