This vacancy is for a Supervisory Human Resources Specialist position in the Labor Relations Branch located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other Supervisory Human Resources Specialist, 0201-14, FPL GS-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
The Incumbent will be the Branch Chief for the Labor Relations Branch in the Human Resources Division.
Advises Senior Executives on labor management strategy and execution and consult with program managers to ensure outcomes protect management interests.
Represents the Bureau in formal impasse proceedings when bilateral agreement is not possible. Represents management in the negotiated or administrative grievance procedures, where bilateral resolution is not possible.
Manages and supervises a labor relations program.
Analyzes changes in legislation, court decisions, Federal Labor Relations Authority case law, OPM regulations, and Departmental policies, and assess impact on Labor Management Relations program.
Formulates and executes labor management strategy related to development and implementation of Bureau initiatives having major impacts on mission.

Specialized Experience for the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Experience includes advising senior executives on labor management strategies to implement mission-critical initiatives; representing the agency or serving as a technical representative in mediation before the Federal Mediation and Conciliation Service and/or in an interest arbitration or Federal Service Impasses Panel hearing; representing management in a formal grievance procedure or in an alternative dispute resolution procedure; negotiating resolution and/or settlement agreements; representing the agency or serving as a technical representative in third party proceedings; establishing and/or managing a labor management partnership program; sustaining a collaborative working relationship with a union; and leading or managing a team of labor relations specialists.
Education: Education can not substitute experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
