The incumbant serves as the senior staff advisor to the Director, Office of OSH Occupational Safety and Health program Office.
Duties
Communicated with persons and/or groups within and outside of the facility and has the ability to manage and resolve conflicts.
Acts as a liaison between the facilities and the Department of Labor’s Occupational Safety and Health Administration.
Provide guidance and counsel to safety stakeholder program managers regarding their responsibilities and requirements under the Occupational Safety and Health (OSHA) Act.
Maintains comprehensive and current knowledge of the Department of Labor OSHA rules, regulations, standards and maintains a working knowledge of Departmental OSH existing processes and procedures utilized by VA stakeholders.
Develops training material on varied Occupational Safety and Health topics. Speaks before audiences, 10 or more, regarding occupational safety/health at an authoritative level.

Qualifications
Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Extensive knowledge and serves a VA Safety Program Manager department wide, responsible for assisting in formulating and executing national policy and assuring safe and occupational healthful working conditions are being implemented throughout the organization. (2) Has extensive knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of one more important public programs. (3) Conducts Bi-monthly Safety Steering Committee meetings ensuring meeting minutes are accurately prepared for Senior Management review and signatures. (4) Proficient in development and/or interpretation of guidance on program planning and evaluation in specialization.
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. (1) Provides expert knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. (2) Serves as subject matter expert as the VA Safety Program Manager department wide, responsible for formulating and executing national policy and assuring safe and occupational healthful working conditions are being implemented throughout the organization. (3) Ability to assess the safety organizational structure at the VA and makes recommendations to the Designated Agency Safety and Health Official on methods for improvement and provides information required for the OSHA annual report. (4) Ability to work independently and is expected to provided statuses and recommendations to management/leadership and make decisions on own initiative. (5) Ability to communicate effectively with senior leaders and programs professionally.

There is no educational substitution for the GS13 level.
There is no educational substitution for the GS14 level.
