The primary purpose of this position is to oversee a wide variety of multidiscipline engineering projects involving maintenance, repair, renovating, and construction in support of Schriever AFB and the geographically separated units under the operational control of the 50th Space Wing.

Duties

Monitors and/or manages projects for new construction, renovations, and improvements to real property facilities, including utility systems, utilizing a thorough technical knowledge of engineering and construction management. Coordinated projects with other engineering disciplines, contracting officers, architects, and other applicable agencies/organizations. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. Performs work for the operations and maintenance (O&M)/maintenance engineering functions. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Technical and Medical Support Positions, Series 0802. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of technical engineering methods, principles, requirements, work techniques, and practices of an area of specialization, and skill in applying standardized, analytical, and evaluative methods and techniques sufficient to: advise on and/or resolve difficult but well-precedented, factual, procedural, and/or recurring issues; make informed decisions on problems and issues; analyze segments of broader issues or problems (e.g., the impact of a change in one area on the entire system); perform installation, maintenance, operation, and testing duties; employ unique and specially designed precision instruments; maintain one-of-a-kind equipment, custom equipment, developmental equipment, or equipment which is continually being modified and adapted and does not usually have adequate documentation; and complete moderately difficult and complex survey work. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough technical knowledge of engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. Knowledge of engineering and construction/maintenance standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations. Knowledge of standard contracting regulations, practices, and procedures as they apply to construction and maintenance engineering management. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. Ability to plan, conduct, and record site/facility surveys and inspections. Ability to plan, organize work and coordinate with other engineering disciplines, architects, other agencies and firms. Ability to communicate well both orally and in writing and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
