Duties
Execute Quality Assurance Surveillance Plan (QASP) to include nine critical element inspections and fifty-seven routine activity elements, utilizing one hundred-percent inspection.
Inspects, monitors, and/or manages projects for new construction, renovations, and improvements to real property facilities, including utility systems, utilizing a thorough technical knowledge of engineering and construction management.
Prepares technical and management award fee reports every six months.
Ensures projects are coordinated with other engineering disciplines, contracting officer, architects, and other applicable agencies/organizations.
Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
Facility Manager for the 352,000 square foot Space Operations Center, building 400.

- It is desired the incumbent possess a thorough and comprehensive technical knowledge of heating and air conditioning, electrical power distribution systems, Uninterruptible Power Supply systems, ancillary equipment techniques and procedures.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes.
Instrument maker or model maker who performed design or development work on devices fabricated.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes knowledge of engineering concepts, principals, and practices applicable to the full range of design of engineering systems including, but not limited to, power production systems; familiarity with engineering aspects of other disciplines including but not limited to electrical, mechanical, civil, architectural and environmental; and have the ability to monitor contractor's work to ensure compliance and conformance to plan and specifications and code requirements.

EDUCATION: master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture.
2. Knowledge of engineering and construction/maintenance standards, methods, practices, and techniques, materials, and equipment to ensure work is in compliance with federal, state, and local codes and regulations.
3. Knowledge of standard contracting regulations, practices, and procedures as they apply to construction and maintenance engineering management.
4. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
5. Ability to analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions; ability to plan, conduct, and record site/facility surveys and inspections.
6. Ability to plan organize work and coordinate with other engineer disciplines, architects, and other agencies and firms; ability to communicate effectively both orally and in writing and maintain a good working relation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
