Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. he primary purpose of this position is: to ensure optimal resource decisions are made and executed across civil engineer activities, and ensure data and information from all shops are applied to the applicable Asset Management Plan (AMP) and other investment and execution plans.

Duties

Manages and executes Asset Management Plans (AMP) and/or Sub-Asset Management Plans (Sub-AMP) for entire installation. Integrates and synchronizes Operations Flight work force for Sustainment Management Systems (SMS) data standards, collection, and analysis. Integrates and synchronizes Operations Flight work force for preventive maintenance (PM). Integrates and synchronizes Operations Flight contract project development, review, construction, and integration, and warranty management pertaining to respective portfolio.

  • The work requires the employee to drive a motor vehicle. Must be able to obtain and maintain an appropriate valid driver's license.
  • Office Work – Office work is typically sedentary in a sitting position at a desk. The ability to carry relatively light items such as paper rolls of drawings, report binders, office equipment and books will be required.
  • Field Work – When performing inspections and assessments of installed equipment or construction-stage job sites, the employee may be required to climb ladders using both hands/arms; crawl through tight spaces, stoop, bend, walk,
  • and reach above shoulder, lift and carry items weighing up to 50 pounds. The work requires the employee to be able to wear personal protective gear applicable the applicable safety standards and the environment in which the work is being performed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes carrying out, standard procedures based on assignments requiring extended training or experience in the Asset Management Practices and Principles within the area of Operations Engineering. Practical knowledge in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking and coordinating the execution of work requirements; and performing quality assurance and data analysis in support of maintenance and repair optimization activities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in Asset Management Principles and Practices as it applies to Operations Management and Requirements and Optimization activities. 2. Knowledge of CE work control, customer service, operations/maintenance management procedures, and functions and procedures of each type of CE work centers. 3. Knowledge of AFIs, practices, and procedures pertaining to CE operations and ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely and economical solutions. 4. Knowledge of Computerized Maintenance Management and Sustainment Management Systems, system capabilities, economic usage to effectively accomplish assigned functions, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook). Ability to manipulate data use macros and formulas, pivots tables and charts, perform data analysis, and build effective presentations. 5. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities; real property management; and economic usage to effectively accomplish assigned functions. 6. Knowledge of analytical and diagnostic methods, procedures, and principles, and surveying methods, equipment, and techniques of measurements to identify project requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
