This position is in the Office of the Chief Financial Officer/Chief Information Officer, Pipeline and Hazardous Materials Safety Administration (PHMSA), DOT. If selected, you will serve as an Operations Support and Budget Specialist in the Office of the Chief Information Officer (CIO) and will be responsible for providing a wide range of enterprise support, services, and tools required to enable PHMSA staff to efficiently and effectively execute mission services.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience recommending, evaluating, analyzing, and managing the implementation of a wide range of Information Technology (IT) and information management services. Experience performing budget execution, tracking status of obligations and expenditures in detail by year, appropriation, and program. Experience providing budget and asset management support services for the organization and maintaining and tracking budget execution performance. Experience conducting forecast and trend analyses on asset and acquisition data and identifying opportunities to reduce costs and manage the integrity of the organization’s IT assets from acquisition to disposition. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
