Duties

WHAT IS EDI-EQUITY, DIVERSITY, AND INCLUSION THE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Equity, Diversity and Inclusion (EDI). The following are the duties of this position at the full working level. Incumbent analyzes management policies and practices within the Internal Revenue Service, rules and regulations, and case rulings of the Office of Equal Opportunity and Diversity (OEOD) within the Treasury Department, Office of Personnel Management (OPM), Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), pertinent decisions by District and Circuit Courts, and the U.S. Supreme Court. Determines overall program requirements and maintains continuing liaison with the field during implementation and identifies and resolves problem areas prior to implementation. Initiates service wide studies of occupations in which discrimination is apparent, and formulates corrective action plans for IRS implementation. Incumbent develops and recommends new policies and procedures. Proposes changes and modifications to reflect current policy decisions by EEOC and case law where regulations are newly issued, conflicting, unclear or absent. Incumbent recommends changes to policies or practices needed to resolve chronic or systemic problems affecting employee morale or motivation needed to eliminate the appearance of a discriminatory practice. Incumbent assist in the resolution of identified problems at the corporate level and develops new or revised policies to reflect change.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: To qualify for this position, you must have at least one year of specialized experience equivalent to the GS-13 which is the next lower grade level of the normal line of progression of this position in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrated accomplishment of EEO and Diversity project assignments that required a wide range of knowledge of EEO policy requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant performed the following duties and functions: planning, developing and evaluating or designing new approaches to EEO programs; utilizing knowledge of the legal framework within which EEO programs operate; applying negotiating techniques to resolve unprecedented, broad, difficult or complex EEO complaints/issues; and applying expert knowledge of Civil Rights laws, Federal EEO and personnel management rules and regulations, Executive Orders, judicial decisions, etc. You will have expert knowledge of program areas such as: Title VII of the Civil Rights Act of 1964 (Title VII) and Section 501 of the Rehabilitation Act of 1973 (Rehabilitation Act) mandate that all federal personnel decisions be made free of discrimination on the basis of race, color, religion, sex, national origin, reprisal or disability. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
