Vacancies will be filled in the following specialty areas: EDI-Civil Rights & Anti-Harassment Division.
The following are the duties of this position at the full working level.
Responsible for managing and supervising EEO Specialists within the Equal Employment Opportunity Formal Support and Compliance area of responsibility. Review all matters that are prepared for, presented to, or signed by the Civil Rights and Anti-Harassment Associate Director/Chief Diversity Office to ensure compliance with applicable laws, rules, regulations, and guidance; and oversees the EEO staff's performance of duties.
Recommend IRS policy and procedures to ensure equal opportunity in employment practices; evaluate the effectiveness of various aspects of the programs; and provide key management officials with advisory and consultant services on systemic barriers and problems which impact the IRS accomplishment of identified program goals and objectives.
Develop criteria for evaluation of program effectiveness. Direct necessary corrective action or program changes. Assure that procedures are designed and administered to provide timely and equitable adjudication of individual and class act complaints. Independently evaluate and analyze EEO complaints to identify systemic personnel management practices/deficiencies which contribute to employee/applicant dissatisfaction and resultant complaints, or which inhibit accomplishment of overall EEO objectives. Analyze and interpret program related regulations, prospective legislation, and decisions of regulatory agencies, to develop organization policies, guidelines, and procedures. Regularly review and analyze EEO related laws, court decisions, regulations, and personnel policies to determine impact on the IRS and make recommendations to Civil Rights and Anti-Harassment Associate Director/Chief, Diversity Officer of appropriate program and policy changes. Develop recommendations to increase efficiency and effectiveness and minimize complaints and adverse impact of management practices on organization productivity.
Serve as advisor and consultant to top management officials throughout the IRS and service organizations on difficult problems, which may result in controversial or precedential decisions. Provide technical guidance to all elements of the IRS and serviced organizations during all phases of individual or class action compliant processing.
Participate in policy briefings and other meetings with members Treasury groups, agency Counsel, Labor Relations, and in conferences, seminars, and briefings with high level government and private officials
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE FOR IR-05: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
