The following are the duties of this position at the full working level.
Plans work to be accomplished, assigns work to subordinates, adjusts short-term priorities, and prepares schedules for completion of work.
Evaluates work performance of subordinates; develops or assists in developing employee performance standards; and advises, counsels, or instructs employees on both technical work and administrative matters.
Interviews candidates for positions in the unit or group and recommends appointment, promotion, or reassignment to such positions.
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level manager. Effects minor disciplinary measures, such as warning and reprimands, or recommending other actions in more serious cases.
Initiates ways to improve production or increase the quality of the work directed. Provides, arranges, and/or identifies developmental and training needs of employees.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

SPECIALIZED EXPERIENCE: IR-05 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the IR-4 grade level in the Federal service. Specialized experience IR-5 for this position includes:

SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
