This position is located in the Department of Homeland Security (DHS), Office of the Chief Procurement Officer, Homeland Security Acquisition Institute.
The primary purpose of this position is to support the analysis, design, development, implementation, evaluation, and delivery of training by providing subject matter expertise in acquisition, leadership, education, training, instruction, and training evaluation.
Non-BU: This is a non-bargaining unit position.
Duties
As a Training Instructor, GS-1712-13, your typical work assignments may include the following:
Plan, develop, and implement curriculum for a broad range of acquisition education/training programs that are non-standardized or where special problems may exist.
Provide subject matter expertise in acquisition, leadership, education, training, instruction, and training evaluation in support of over 16,000 DHS Acquisition professionals across various major components.
Serve as a Contract Officer Representative (COR) for contracts related to curriculum development, instructional design, and training delivery.
Provide formal, in-person or virtual instructor-led training classes for acquisition topics.
Perform a variety of special projects to improve training processes and procedures.

Requirements

Qualifications
INDIVIDUAL OCCUPATIONAL REQUIREMENT
This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience.
A. Undergraduate AND Graduate Education: Undergraduate and graduate degree must be in education or acquisition.

B. Experience that demonstrates a practical knowledge of acquisition and the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or acquisition-related industrial establishment.
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the acquisition field that required training or instructing others on a regular basis.

SPECIALIZED EXPERIENCE
You qualify for the GS-13 grade level if you possess at least one (1) year of specialized experience equivalent to the GS-12 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as:
Design, develop, and evaluate employee training and development programs, courses, and materials
Generate surveys and studies to determine future training needs for providers and organizations
Provide leadership and guidance regarding valid training procedures and innovations in educational concepts and technology
NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.
Substitution of education in lieu of specialized experience may not be used for this grade level.
CERTIFICATION
This position requires a Contracting Officer's Representative (COR) Level II certification within 12 months of hire date.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
