You will serve as a Financial Management analyst in the NAVAL SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will assess current business processes and financial activities across multiple business units/systems and develops expert opinions related to financial statement assertions.
You will develop a professional perspective on internal control design, process improvements, and best practices used to mitigate risk.
You will interpret and advise upon financial policies, regulations and appropriation laws in order to conform to fiscal requirements and assures adequate determination and disclosure of financial operations.
You will analyze transaction data populations to identify trends and exceptions, highlights potential areas of risk, and determines appropriate sampling methodology.
You will manage receipt, response, monitoring, and status reporting of auditor requests.
You will brief Command leadership on testing results and advises on recommended corrective actions and best practices to address control gaps and risks.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following:
1)INTERPRETING AND APPLYING FINANCIAL MANAGEMENT POLICIES, REGULATIONS, AND PROGRAM GUIDANCE;
2) ADVISING ON FINANCIAL MANAGEMENT AND ACCOUNTING POLICY INFORMATION;
3)CONDUCTING REVIEWS OF ACCOUNTING AND FINANCIAL MANAGEMENT REPORTING SYSTEMS;
4) AND4)DEVELOPING AND IMPLEMENTING ACCOUNTING POLICIES AND PROCEDURES.
