This position serves as a Program Analyst in the Pipeline and Hazardous Materials Safety Administration (PHMSA) and reports to the Director of Strategic Planning and Process Management within Office of Planning and Analytics (OPA). The Strategic Planning and Process Management Division supports PHMSA’s mission through organizational strategic planning, performance management, coordination of PHMSA rulemaking and research and development activities.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience fact-finding and gathering information needed to support the accomplishment of projects and/or administrative programs;  Experience developing reports using automated systems;  Experience coordinating efforts with internal and/or external stakeholders to contribute to projects and program management. To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience with quantitative and non-quantitative models to evaluate data and make recommendations on new business processes. Experience conducting studies on program operations to assess efficiency and effectiveness. Experience monitoring safety program measurements to identify possible predictors of future failures or malfunctions. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher-level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience conducting comprehensive assessments, analyzing findings, and making recommendations on performance measures. Experience utilizing statistical and analytical software to input, maintain, and extract data for reports and presentations. Experience monitoring safety program measurements to identify possible predictors of future failures or malfunctions. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include: Experience directing and managing agency strategic planning and performance management activities. Experience analyzing and evaluating programs and processes for safety and/or economic implications to make recommendations on potential new agency business procedures. Experience implementing program directives, which requires the application of Federal and agency policies, regulations, and practices for regulatory safety operations related to transportation safety. You cannot qualify on education at the GS-13 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Written and Oral Communication: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Organizational Performance Analysis: Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
