The anti-harassment program specialist supports the OPR and Anti-Harassment Program by conducting triage of complaints, assisting in the harassment resolution process, managing data, training employees, and reporting results.

Duties

Perform intake, documentation, set-up file structure, and categorization on all incoming OPR and AHP complaints or referrals regarding potential or alleged misconduct by employees and contractors of the OIG. Analyze case details using civil and criminal statutes, regulations, and policies to process case triage and assignment based on facts and circumstances alleged. Collect, analyze, and report data on anti-harassment and OIG employee misconduct. Maintain data accuracy of the DoD OIG Anti-Harassment Program Data Tracker. Coordinates and executes preparation, coordination, and tracking of in-person and remote training for OIG personnel regarding roles and functions of OIG Anti-Harassment Program and OPR, in accordance with statutory, regulatory, and policy guidance. Gather information, drafts, performs graphic layout, routes for approval, and publishes products, related to AHP outreach efforts. Obtain and maintain intermediate custodial proficiency in the Defense Case Activity Tracking System Enterprise (DCATSe). As a DCATSE custodian, conduct and audit of the OPR and AHP case management system, as required.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

GS-12: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as comprehension of criminal or administrative investigation processes, including the application of facts and circumstances to relevant statutes, regulations, and policies; experience with program analysis and report writing. GS-13: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as the management of criminal or administrative investigation processes, including the application of facts and circumstances to relevant statutes, regulations, and policies; experience with program management, program analysis, and report writing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Only experience and/or education obtained by the closing date of this announcement will be considered.

Education

There is no substitution of education for the qualifying experienceat the GS-12 or higher grade level.
