This position is in the Office of the Chief Financial Officer (OCFO), Federal Motor Carrier Safety Administration (FMCSA). The incumbent will be responsible for internal control activities, including policies, procedures, and mechanisms, to ensure that FMCSA's financial and operational objectives are met. Duties include asset control, proper authorizations, appropriate documentation, proper reporting, and information system controls.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in identifying and resolving various financial and budget-related issues, questions, and problems related to budget and financial management functions. Experience in establishing, reviewing, and maintaining internal controls to achieve the objectives of effective and efficient operations, reliable financial reporting, and compliance with applicable laws and regulations. Experience in concepts, principles, and practices of accounting, auditing, OMB Circular A-123, and operational management programs and regulations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Internal Controls - Knowledge of the principles, methods, and techniques for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies). Auditing - Knowledge of generally accepted auditing standards and procedures for conducting financial and compliance, economy and efficiency, and program audits. Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Client Engagement/Change Management - Knowledge of the impact of change on people, processes, procedures, leadership, and organizational culture; knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
