This position is located in the Executive Resources and Performance Management Division, Office of Civil Service Talent Management, Bureau of Global Talent Management(GTM/CSTM/ERPM). The incumbent will perform operational, advisory, policy analysis, and program review of any of the following program areas: Senior Executive Service (SES) recruitment; performance management; Presidential Appointees and Non-Career SES; Position Management/Classification or Executive Development. 

Duties

Plans, oversees, integrates, implements and evaluates Department policy and operations with regard to executive resources, political appointments, performance management, position management and/or classification. Assists in creating long range policies to address unprecedented issues in executive resources that require the generation of Human Resource innovations, concepts or principles that lead to department-wide developments and changes. Reviews, modifies, approves, or rejects proposals for changes to functions, structure, procedures, or policies and collaborates with senior leadership to make decisions on major changes in work plans and/or operations. Consults with Division Director, the CSTM Director/Deputy, the Deputy Assistant Secretary for Human Resources and the Department's Executive Resources Board, to establish, transition and implement departmental policies and procedures. At the GS-13 level, the incumbent performs essentially the same duties as above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-14 level.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. GS-13 Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience supporting executive resource programs in one or more of the following areas: recruitment, classification and performance management for Senior Executive Service (SES)/Senior Level (SL) positions. Experience interpreting and/or developing Human Resources policies, program objectives and procedures to advise human resources offices. There is no substitute of education for specialized experience for the GS-13 position. GS-14 Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience supporting executive resource programs in two or more of the following areas: recruitment, classification and performance management for Senior Executive Service (SES)/Senior Level (SL) positions. Experience interpreting and/or developing Human Resources policies, program objectives and procedures to advise human resources offices. Experience providing consultation on recruitment/career management services for executive level positions. There is no substitute of education for specialized experience for the GS-14 position.
