Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of Policy and Analysis (OPAA), Evaluation Branch in various BSEE office duty locations.
At the full performance level (GS-13) the major duties of this position include but are not limited to the following:
1. Leads program evaluations and internal control reviews to measure the effectiveness, efficiency, and compliance of program activities to measure achievement of stated goals.
2. Leads coordination with program offices to develop tailored quality assurance standards and protocols, and measure activities against those standards to determine the adequacy of processes to achieve stated goals and the adherence to those processes.
3. Leads interviews to gather risk and risk treatment information at the programmatic, entity, and enterprise levels.
4. Analyzes actions taken as the result of external and internal evaluations and review, including quality assurance measurement, to determine if those actions have been fully and successfully implemented.
5. Communicates findings and trends from evaluation and reviews in both written and oral form to the Evaluation Branch Supervisor and Office of Policy and Analysis (OPAA) Deputy Assistant Director.
6. Supports administration of tracking systems and electronic data repositories relevant to audits, internal control reviews, and program evaluation, ensuring information is accurate and current.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Note: This is NOT a remote position. You will be required to report to the duty location to which you are applying. Applicants applying to multiple locations are limited to selecting a maximum of 2 duty locations.

Jefferson, LA: ($72,553 - $94,317) per annum.
Sterling, VA: (82,764 - $107,590) per annum.

Jefferson, LA: ($86,962 - $113,047) per annum.

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet A, B or C for the series/grade to which you are applying.
GS-11
A. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
B. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Evaluating the adequacy and effectiveness of internal controls over operations, reporting (financial/non-financial) and/or compliance.
2) Demonstrating a working knowledge of the theories, practices, methods and techniques of assessing risks.
3) Researching, gathering and organizing information in data tracking system; AND
4) Compiling recommendations for senior team members.

C. Combination of Education and Experience: combination of total qualifying experience and education required for the grade level that totals 100% of the requirement.

A. Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Evaluating the adequacy and effectiveness of internal controls over operations, reporting (financial/non-financial), and/or compliance.
2) Demonstrating experience conducting risk assessments, tracking, and reporting organizational risks and risk treatments.
3) Researching, gathering and organizing information in data tracking system; AND
4) Developing recommendations for an organization's leadership both orally andin writing.

GS-13
A. Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Evaluating the adequacy and effectiveness of internal controls over operations, reporting (financial/non-financial), and/or compliance.
2) Providing guidance to organizations on developing a common vision, definition, and strategy for managing risk and implementing an Enterprise Risk Management framework.
3) Overseeing, monitoring, and improving the quality of data tracking systems; AND
4) Presenting recommendations and advising leadership both orally and in writing.
