Duties
GS-09 Major Duties
The Supervisory Program Analyst, GS-0343-9, located within the Office of Finance, Payment Operations, performs assignments similar to duties contained in the full performance position of Supervisory Program Analyst, GS-0343-11, PD# 46281-A.
The position of Supervisory Program Analyst reports to the Deputy Area Manager for Pearl, MS and is located in the Veterans Health Administration (VHA) Office of Finance's, Payment Operations, Pearl, MS Payment Center. Through the VHA Chief Financial Officer (CFO), VHA's Office of Finance serves in a mission critical role as the principal financial advisor to the Under Secretary for Health (USH). Full performance level knowledge, skills, and personal qualities are adequately obtained through satisfactory performance of assignments at the GS-0343-09 level.
Knowledge, skills, and abilities will be applied with greater proficiency and independence as the incumbent gains necessary experience and becomes more familiar with the full range of duties and responsibilities at the full performance level.
Performs essentially and substantially identical duties and responsibilities in nature as described in the full performance Supervisory Program Analyst, GS-0343-11 position description; however, assignments are limited in scope and depth. All other factors of the position remain essentially the same.
GS-11 Major Duties
Program Management
Conducts studies based on workload, utilization, costs, work methods and procedures, organizational and functional alignment and program goals established by leadership.
Develops plans to carry out studies and identifies the parameters of the study information necessary to prepare reports having sufficient details as to be considered valuable to leadership in the decision-making process.
Establishes time frames to conduct studies and completes studies in accordance with prescribed deadlines.
Coordinates the preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, and a wide range of non-recurring reports.
Personnel Management
Responsible for all supervisory functions and personnel issues for the Unit.
Checks attendance and approves/denies leave as appropriate; recommends selection of new employees; initiates disciplinary actions, recommends promotions, reassignment, or other status changes; initiates performance awards; handles complaints and grievances; conducts interviews; conducts informal training and provides cross-training; keeps subordinates informed of management policies and goals; sets performance standards and prepares formal evaluations of each employee's performance.
Incumbent routinely meets with team to review VA owed inquiry systems and discuss challenge resolution; audits completed staff workload within VA owed inquiry systems; performs inquiry resolution to ensure adherence of federal healthcare regulations, statutes, and VA policies.
Knowledge of medical terminology, healthcare industry billing forms, coding, utilization of VA style guide for submission of correspondence to VA partners such as Congressional Liaisons or Office of Inspector General (OIG) is required.
Quality Management
Incumbent continually evaluates internal processes and identifies deficiencies, recommending system resolutions and improvements.
Provides system testing of new enhancements and program initiatives in the development environment.
Ensuring accurate processing of healthcare claims for hospitalization, authorization or denial of medical, psychiatric, and dental services and prescription drugs, and review of invoices for payment.
Examines discrepant situations that include, but are not limited to, claims processing/activity, potential duplicates, improper payment, error codes, Customer Relation Management (CRM) reports, quality assurance correspondence and development, other health insurance(OHI), vendor file maintenance, etc.
Work Schedule: Monday- Friday, 8:00 am to 4:30 pm (TBD upon selection)
Compressed/Flexible: Available (TBD upon successful completion of orientation)
Telework: Available. After successful completion of a 90 day on site orientation (Applicant is required on site 50% of work schedule per pay period)
Virtual: The employee may work at the VA facility or other VA-leased space at address specified in this announcement that is hiring the employee and is authorized for telework up to 50%, after successful completion of a 90-day on site orientation.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Supervisory Program Analyst, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-07 level in Federal service to qualify at the GS-09.
Examples of Specialized Experience include:
1.Interaction with program leadership, internal and external stakeholders.
2. Initiates disciplinary actions and performance awards.
3. Ensures accurate processing of healthcare claims and accurate invoices for payment.
OR;
GS-09: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL. B. or J. D. if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR;
GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Program Analyst position, which may be used to meet the experience requirements for GS-09 position?
GS-11 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Supervisory Program Analyst, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-09 level in Federal service to qualify at the GS-11.
Examples of Specialized Experience include:
1. Manage and raise awareness of resource distribution issues, making recommendations to program leadership about the distribution or redistribution of resources.
2. Determine the scope of issues, determine the research methodology to gather facts, and then provide guidance and training to staff members.
3. Continually evaluates internal processes and identifies deficiencies, recommending system resolutions and improvements.
4. Incumbent routinely meets with team to review and discuss challenge resolution; audits completed staff workload; performs inquiry resolution to ensure adherence of federal healthcare regulations, statutes, and VA policies.
5. Conducts interviews and makes personnel selections as vacancies become available.
