The Assistant Chief of Eligibility and Veteran Benefits is assigned to the Eligibility and Enrollment section of the Business Office within the Nebraska Western-Iowa Health Care System (NWIHCS). Occasional travel to Lincoln and Grand Island divisions, outpatient clinics, and other community events are required for this position.

Duties

As the Assistant Chief of Eligibility and Enrollment you will perform duties and assignments that include (but are not limited to): Must have in depth knowledge of Public Law 104-262, the Veterans' Health Care Eligibility Reform Act of 1996 as it relates to patient care. Expert knowledge on the multiple pathways and programs which affect Veterans Health Care Benefits and Eligibility. Responsibilities include oversight of enrollment and patient registration; eligibility determinations; hoptel contracts; appeals; congressional inquiries; training of staff and employees throughout all NWI facilities; evaluation of workflow; program funds; budget; incident command etc. Thorough knowledge of pertinent laws, regulations, policies, guidelines, and procedures. Must stay current on rapidly changing regulatory guidelines of eligibility, and patient benefits. Strategic planning, direction, and administrative management to support a comprehensive eligibility and enrollment program. Budget development and oversight of Eligibility and Enrollment expenditures. Knowledge, flexibility, and experience to interface with staff at all levels of the hospital, including clinical and administrative services at varying levels. Ability to write clear and concise documents and reports necessary for the job and the ability to communicate effectively in writing and orally. Good public speaking skills as position does require speaking to large groups. Must possess advanced knowledge and application of the use of a personal computer and computer systems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-11 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods and techniques to study the efficiency and effectiveness of program operations. Preparing recommendations for legislation to change the way programs are carried out. Monitoring workload reporting mechanisms to ensure workload is accurately reported. Communicating verbally (and in writing) presenting proposals, recommendations, status reports, etc., to committees, executive management, and department staff. Leading, managing, supervising, and coordinating all aspects of a program. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
