This position is located in the Department of Technology Services, Technology Solutions Office in Washington, DC.

Duties

This position is in the Enterprise Architecture division in the office of the Chief Technology Officer (CTO), Department of Technology Services (DTS). The incumbent leads contractor delivery teams in establishing and maintaining a business outcome-driven EA program that ensures alignment and integration across all architecture domains. Responsible for developing effective IT standards and architectures from an enterprise perspective, including conducting objective assessments of technology components. Fosters open communication and collaboration across the judiciary, leveraging and enhancing the EA toolset to facilitate knowledge sharing, data-driven decision-making, and governance. The incumbent of this position works closely with stakeholders across the judiciary, assessing needs, goals, and challenges. Supports the evolution of the Enterprise Architecture division's services and identifies opportunities for innovation and optimization. Duties of the position include, but are not limited to: Implementing and enhancing the judiciary enterprise architecture program to align technology with business objectives, IT standards, and architectures to improve business value. Developing information technology standards for the judiciary and monitoring compliance with standards across organizations. Collaborating with stakeholders across the judiciary to identify and prioritize business needs and technology solutions. Leveraging the enterprise architecture toolset to develop, enhance, and communicate architectures, models, roadmaps, and technical guidance. Performing enterprise architecture application and system assessments for technical and business fit, mapping and modeling as-is and to-be architectures, performing cloud readiness assessments, developing rationalization strategies, and document findings and recommendations. Advising solution architects and stakeholders on solution options, risks, costs/benefits, and impact on other technical capabilities, organizations, and processes and ensures alignment with judiciary enterprise architecture. Staying current with industry trends, best practices, and emerging technologies relevant to the judiciary's mission. Participating in the development and application of guiding principles, standards, and minimal viable architectures through the enterprise architecture governance model. Developing and maintaining architectural models and artifacts that support informed decision-making for product managers, product owners, IT leaders, and other stakeholders. Constructing capabilities models, value stream models, process models, customer journey maps, and other critical and relevant architecture deliverables to help product managers, product owners, and other stakeholders make investment and change decisions Researching and providing information on emerging technology trends.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following: Direct responsibility for enterprise architecture artifacts development, technical analysis/analytics, enterprise architecture and/or architecture program management; Solution architecture experience covering both business and technology architecture solutions, including IT products, services and capabilities; and Developing and monitoring the delivery of efficient and effective solutions.
