The primary purpose of this position is to serve as the 705th Combat Training Squadron Government Cyber-Security Manager and as the first level cyber-security manager who provides planning, direction, organization, and participation in execution and implementation of the cyber-security program for the multi-level DMOC by employees assigned to the agency.
Duties
Acts as the cybersecurity program manager ensuring secure control of classified information on data systems assigned and managed by the 705 Combat Training Squadron.
Acts as the Information Assurance and System Security Manager ensuring secure control of multi-level classified information for/on simulations, emulations, or weapon systems assigned to the 705 CTS/USAF DMOC.
Performs services as Squadrons Command and Control Cyber System Security Manager.
Serves as the senior cyber-security Information System Security Manager for management, contractors, and functional users.
Serves as the organizational Information Assurance Manager responsible for ensuring squadron custom developed software is cyber-secure and in compliance with warfighter training solutions (ex. Joint Terminal Air Controller - Tactical Air Control Party / Operational Simulation Suite (JTAC/T-OSS) and Air Support Operations Center Operational Simulation Suite (AOSS).

- Positions which perform information security as an inherent, primary purpose of their position: Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location.

Qualifications

EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes utilizing a broad range of IT security principles, methods, regulations, policies, products and services sufficient to develop specifications to ensure compliance with security requirements at the LAN level and to plan and coordinate the delivery of an IT security awareness training program for end users at all levels at the installation. Ability to serve as the focal point for information security, providing authoritative advice and assistance on complex, technical, controversial, and precedent setting matters to improve the IT security program comprising many unique organizations and large, complex computer and communications security systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of systems integration methods, performance tuning methods, test and evaluation procedures / methods, IT security principles and methods, and project management principles sufficient to plan and coordinate the installation of new products or equipment.
Knowledge of security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise IT products, and delivering written and/or verbal presentations to senior level audiences for decision making purposes.
Knowledge of the latest advancements in cyber-security to initiate corrective or preventative action to ensure optimum operational performance. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
Knowledge of new or revised policies, practices, and management guidelines to provide advisory services, consultation, and technical assistance.
