SKILLS DESIRED:
Candidates should have at least 2 years' experience in collateral, sensitive compartmental and SAP cybersecurity program and IT System management. Furthermore, the candidate will administer, through subordinates, Program Protection Planning, and will identify and validate mission security needs. DUTIES:
? Supervises SAP IT cybersecurity staff consisting of civilian and contract personnel. Sets overall priorities and objectives for staff; plans, organizes and directs collateral, sensitive compartmented information and SAP cybersecurity activities for organization's assigned IT systems and personnel; assesses progress toward objectives; identifies problems and takes appropriate corrective action; evaluates new concepts and ideas of technical and management importance.
? Examines security initiatives, protection measures and processes for application across platform, system, and organizational lines. Develops goals and objectives that integrate organization and Acquisition Security objectives and SAP Policy.
? Serves as the liaison and information conduit for cybersecurity related policy, taskers, issues, etc. between the DOD, AF and AFMC and the AFNWC CC/CA, SAP IT AO, ACSP, as well as the local unit and GSUs.
? Briefs Senior Leaders within the AF, AFMC, and AFNWC to provide the most up to date information all IT systems within the Special Programs Division and GSUs. Provides AFNWC senior leadership with cybersecurity management solutions for short and long term organization business, financial, manpower, and operational planning, and manages cost, schedule and performance of cybersecurity activities.
? Develops and prioritizes organizational security and information protection performance goals and mission objectives; develops operating procedures and plans, acquisition IT security concept and implementation plans.
? Plans, prepares for, assists with, and/or leads compliance inspections and Inspector General Inspections
? Conducts risk-based assessments to establish Risk Management Framework (RMF) based Approvals to Operate (ATOs) or Approvals to Connect (ATCs) are available for each Information System (IS) operating within SAPFs/SCIFs.
? Ensures all AFNWC SAP GSUs maintain compliance with applicable DoD, AF, AFMC, and other collateral, manuals, directives, and instructions applicable to cybersecurity.
? Provides all requested information and support to the SAP AO for cyber-security and IT concerns.
? Maintains a consolidated list of all Government SAP IT systems within AFNWC SAP GSUs on an approved AF Enterprise SAP System and DoD or AF designated application.
? Collects and reviews all AFNWC SAP GSU systems requirements to include AF Forms 1067 for new SAP computer systems, and route them to the HQ AFMC ISSM per AFI16-701_ AFMCSUP_AFMCGM2023-1, "AFMC Guidance Memorandum for AFI16-701, Management, Administration and Oversight of Special Access Programs (Management, Administration, Oversight and Support of AFMC SAP Activities)".
? Maintains a consolidated list of AFNWC SAP unit personnel appointed as ISSMs, ISSOs, and IT support to include personnel with elevated systems privileges.

- The employee must obtain and maintain a Top-Secret clearance with Special Compartmented Information (SCI)
eligibility as well as be able to be accessed to special access programs.

- Supervisory requirements may be required depending upon the position being filled.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series. Only applicants who meet the area of consideration are eligible to apply for this job.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge and ability to provide technical leadership and project/program oversight over highly complex cyberspace, information technology (IT), and knowledge management (KM) activities. Skill in developing new theories, concepts, principles, standards, and methods in the specialty area(s).
2. Skill in conducting substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external program issues affecting the organization or agency, such as integrating IT programs with other programs of equivalent scope and complexity as well as those involving other technical, financial, organizational, and administrative factors. Ability to collaborate at appropriate levels with organizations both inside and outside AFMC, the Air Force, DoD and its agencies, and the Federal Government.
3. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Skill in planning, organizing, and directing the functions (as well as mentoring, motivating, and appraising the staff) of an organization through subordinate supervisors. Ability to develop, implement, evaluate, and improve processes and procedures to monitor the effectiveness, efficiency, and productivity of the organization.
4. Knowledge of DoD financial planning and programming processes, Federal budget cycles, project/program management, acquisition planning, and contracting methodologies sufficient to identify and defend requirements, integrate activities, and lead teams to meet cyberspace, IT, and KM mission requirements throughout the command and in inter-agency environments. Ability to analyze, plan, and adjust work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
5. Knowledge of current and new cyber/IT systems architectures, life-cycle processes, integration and interoperability, design operations and configuration, facilities, practices and methodology across the Government, private industry, and academia. Ability to advise other IT experts throughout the agency or in other agencies on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices, that are developed by the employee or result from the employee's leadership.
