The primary purpose of this position is: To serve as an agency Direct Reporting Unit (DRU) headquarters Cyber Operational Test Program Analyst; applying Air Force military, cooperative and adversarial cyber operations, cyber offense and defense, Cooperative Vulnerability Penetration Assessment (CVPA) and Adversarial Assessment (AA) Team operational experience.

Duties

Staffs, standardizes, evaluates, comments on, and corrects internal and external program documentation for implementation of cyber OT&E activities on multiple assigned major command weapon system program(s). Develops methods for initial test design, planning, execution, and reporting of cyber activities for OT&E of assigned programs. Actively applies knowledge and experience of network and information system assessment processes, and identified potential vulnerabilities, to AFOTEC test programs. Prepares and delivers oral presentations such as high level briefings, training sessions, consultations, and strategy sessions with other internal/external organizational functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

  • Experience in developmental or operational test and evaluation is highly desirable.
  • Work requires travel away from the normal duty station by commercial and/or military aircraft.
  • Employee must obtain and maintain a Top Secret/SCI security clearance as a condition of employment.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or other holidays.
  • Information Assurance IAM Level I Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • (CONT)Per DoD 8570.01-M, the incumbent must achieve the appropriate IA certification within six (6) months of assignment to this position. Failure to receive the proper certification may result in removal from this position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • (CONT) Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Knowledge and previous experience with network warfare, network system operations, cyber operations and information operations planning is highly desired.
  • Experience with IA; cyber operations; expeditionary communications; data links management; spectrum MGMT; knowledge-based operations; Communications; space, CMD flight-line systems is desired.

  • Knowledge and previous experience with operations to detect, deny, disrupt, deceive, and mitigate adversarial access to networks is highly desired.

  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/??? Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes Application of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate assessments of weapon systems on behalf of the agency; Utilization of military weapons systems (e.g. command and control systems, missile targeting systems) operational plans, procedures, and employment at the strategic, operational, and tactical levels for conducting major operations such as war, military operations other than war, mobilization, and deployment to evaluate mission readiness of new or modified systems as it applies to assigned programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of a broad range of IT cybersecurity principles, concepts, and methods related to military weapon systems and operations; to evaluate mission readiness of new or modified IT and communications systems in support of substantive agency missions. 2. Ability to assess program goals, objectives, and operational missions while planning, coordinating, and budgeting OT&E test activities, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. 3. Ability to analyze and draw conclusions regarding test mission results and write technical reports appropriate for senior AF, DoD, and joint service executive and technical level reviews. 4. Knowledge of a wide range of qualitative and quantitative methods and ability to plan and assess operational tests for highly complex weapon systems and subsystems. 5. Ability to research, analyze, and interpret high-level guidelines including general, DoD, Joint Service, and military service directives and instructions requiring considerable adaptation and/or interpretation for application to issues or problems. 6. Skill to communicate effectively both orally and in writing; and ability to effectively negotiate complex issues and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
