About the Position: The employee is responsible for directing, managing and overseeing complex communication programs for the internal and external efforts of the organization.
Duties
Coordinate and develop messaging and public remarks aligned with priorities and guidance, as well as the organization’s strategic vision, goals, and plans.
Oversee, develop, and disseminate materials to pertinent internal and external audiences and ensures these products are strategic, concise, relevant, consistent, and appropriate.
Evaluate the effectiveness of short and long range planning and programs designed to meet the goals established in the organization strategic plan.
Oversee and develops the programs, policies, procedures, and products which pertain to the communications programs and activities which have Army-wide implications.
Develop and implements comprehensive strategies to further the organization’s programs regarding vision, mission, strategic initiatives, communications goals and objectives.
Plan, designs and executes a variety of events and engagements to inform and educate internal, external, Congressional, and public audiences about DCS, G-9 programs and services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance for duration of employment.
- Temporary Travel Duty up to 5%.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes advising senior leaders on the execution of an agency's strategic communication and/or engagement program operation; analyzing information to provide recommendations for long range strategic planning; communicating the organization's narrative to external audiences; representing an agency in the public affairs community; and developing and/or reviewing strategic messaging for an agency's leaders to engage with media and external audiences. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
