The primary purpose of this position is: To serve as the DAF Modeling and Simulation Business Operations Division Chief, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to SAF/SAM's Business Operations Division. Responsible for programming, planning, budgeting, and execution (PPB&E) of business operations functions.
Duties
Establishes, implements, coordinates, negotiates, and enhances PPB&E functional activities and information with organizations across the DAF, Joint Services, Intelligence Community, academic, industry, and Coalition communities to enhance modeling and simulation equities to enable the DAF to meet the United States' National Defense Strategy. Provides leadership and expertise for integration of staff actions in the Business Operations Division.
Represents SAF/SA with a variety of internal and external organizations. Establishes, develops, and maintains effective working relationships with SES/GO/CEOs in the DAF, Joint Services, Intelligence Community, academia, industry, Coalition Partners, and Congressional staffs as advisor to the Director SAF/SA on MS&A PPB&E studies, analysis, and initiatives.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

- A professional engineering, scientific, or analytic degree at the bachelor’s level from an ABET accredited institution is highly desired. An advanced engineering, scientific, or analytic degree, such as a Masters or a PhD is preferred.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes having. 1) Mastery knowledge in applying advanced management and analytical principles and practices along with a comprehensive guidelines and process, and thorough knowledge of the military command's facilities planning, acquisition, and manage years) and long-range (2-5+ years) planning guidance in accordance with broad agency program policies and objective. 2) Expert knowledge of PPB&E processes and supporting analytics concepts, principles, practices, methods, and technical complex unique or novel problems, conditions, or issues. 3) Knowledge of and ability to select and apply a wide range of qualitative and/or quantitative methods for the analyst to apply DoD, Joint, and Air Force management principles, concepts, and methodologies and contingency war planning and policy.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in DAF acquisition processes with an emphasis in program and portfolio planning, Planning, Programming, and Budget System (PPBS) cycles, financial control and budget systems, and management and human resources.
Knowledge of current and future M&S activities, programs, and initiatives in the DoD, especially the DAF and principles, practices, procedures, laws, regulations, and current legislative issues with M&S equities.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Knowledge of safety and security regulations, practices, and procedures.
Ability to research, analyze, plan, and implement cost, schedule, performance and risk / issues assessments of individual programs and portfolios of programs to meet organizational objectives.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYEMENT
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
