The primary purpose of this position is to monitor full food service contract of appropriated dining facility to include surveillance visits, verification of paperwork submitted by the contractor to Accounting and Finance and higher headquarters. Ensure effective management of the food service program and contractor adherence to technical specifications in the contract
Duties
Contracting Officer Representative (COR) and Quality Assurance Evaluator.
Serve as technical advisor.
Meals Ready to Eat (MRE) and War Reserve Material (WRM).
Primary equipment and Automated Data Processing Equipment (ADPE) custodian for Food Service at Hill Air Force Base

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Ability to pass a national background check in order to obtain a Security Clearance.
- Pre-employment Physical: The work requires to be active, walking, pulling, stooping, and bending in accomplishing inspection duties at food service facilities. Most lifting will not exceed 40lbs with assistance.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-1, equivalent to the next lower grade GS-4 or equivalent in other pay systems. Specialized experience is experience in three years of progressively responsible general experience, one year of experience which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc). Typically, we would find this experience in work within this field that is closely related. General Experience is described as experience demonstrating the ability to: assist with the monitoring of full food service contract of appropriated dining facility to include surveillance visits, verification of paperwork submitted by the contractor to Accounting and Finance and higher levels; Ensure effective management of the food service program and contractor adherence to technical specifications set forth in the food service contract; experience with the principles, processes, procedures, methods, techniques, tools, and equipment used in food preparation and food service.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has combinations of successfully completed education and specialized experience to the work of the position as outlined above that meets the requirements of the position NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. General knowledge of the principles, processes, procedures, methods, techniques, tools, and equipment used in food preparation and food service.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5.Ability to interpret and apply public law, policy, and DoD/MAJCOM directives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). This position is obligated to an employee on an overseas assignment with entitlements to return to this position. If selected, a signed agreement will be required, acknowledging the potential displacement, under reduction-in-force procedures, if alternative placement cannot be made.
