The primary purpose of this position is to provide surveillance over all appropriated fund contracted food service activities on Hill Air Force Base, which is the third largest base in the Air Force.
Duties
Evaluate daily operations of food service facilities and record findings, major problems and or deficiencies and report them to the food service officer.
Manage the Subsistence Total Orders and Receipts Electronic Systems (STORES) program for 3 large dining facilities, central preparation kitchen and bakery.
Maintain administrative and operational records on various aspects of food service activities.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes managing a large food service contract; carry out food service projects, programs and services through the applicant of principles, concepts and techniques of a full food service program; management and protection of financial and physical resources to include funds protection; asset protection, preventative maintenance, development of budgets, accounting of home income and expenses, and completion of required monthly financial reports. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicants must have, or within 120 days have completed 1 full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the food code as well as technical food skills such as food preparation, storage, sanitation, recipe development, food presentation, pastries, soups, gravies, etc.
Knowledge of basic contracts, performance work statements, quality control plans, and contract deficiency reports.
Skill in oral and written communications.
Ability to plan, organize, and meet deadlines; ability to work with multiple groups and organizations.
Knowledge of effective management of all fiscal and physical resources of the food service operation.
Physical Demands
The work requires some physical exertion in the handling of case of food, case of MREs, containers of milk and various pieces of equipment. Most lifting will not exceed 45lbs with assistance. Involves a great deal of walking through the various dining facilities as part of the inspection process.
Work Environment
The work environment involves everyday risks or discomforts which require normal safety precautions. Typical of indoor activities, indoor areas are properly lighted, heated and ventilated. Will require going in hot kitchens as well as coolers and freezers to inspect food. The work schedule is highly flexible, involving assignments at night and on weekends. Use of protective clothing or gear not required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
