The primary purpose of this position, FOOD SERVICE SPECIALIST, GS-1667-09, is to monitor full food service contract of appropriated dining facility to include surveillance visits, verification of paperwork submitted by the contractor to Accounting and Finance and higher headquarters.
Duties
Contracting Officer Representative (COR) and Quality Assurance Evaluator.
Serve as technical advisor.
Meals Ready to Eat (MRE).
Primary equipment and Automated Data Processing Equipment (ADPE) custodian for Food Service at Hill Air Force Base.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of, and skill in applying, principles, concepts, and methods of equipment, facility, or service operations sufficient to design projects that have applicable precedents. Ability to plan approaches to perform assignments using well established occupational methods, techniques, processes, and precedents such as determining facility, grounds, or equipment overhaul, maintenance, restoration, or repair needs. Prepares a statement of work and serving as the contractor representative to ensure compliance with the contract and preparing plans and specifications for alterations of food service. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree Or LL.B. or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. General knowledge of the principles, processes, procedures, methods, techniques, tools, and equipment used in food preparation and food service. 2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. Ability to interpret and apply public law, policy, and DoD/MAJCOM directives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work requires the incumbent to be active, walking, pulling, stooping, and bending in accomplishing inspection duties at food service facilities. Most lifting will not exceed 40 pounds with assistance. May be required to operate a forklift and receive the "on the job" forklift training.
WORKING CONDITIONS: The work is typically performed in an office setting with adequate lighting, heat, and ventilation. Some work may be performed at food service facilities and warehouse where temperatures may be cooler or hotter than an office setting. The position may encompass some outside work exposed to the elements. The work involves everyday risks or discomforts that require normal safety precautions.
