The primary purpose of this position is to serve as a continuity source ensuring full Inspector General capability with respect to all practical, technical and managerial phases of the IG office work.

Duties

Directs, coordinates, and oversees work and advises staff regarding policies, procedures, and directives of higher level management or headquarters. Manages wing level policy and guidance for wing programs designed to independently assess and report a unit's readiness, economy, efficiency, effectiveness, and state of discipline to execute assigned missions. As a significant responsibility, critical recruitment level of emphasis, and performance on a regular recurring basis serves as the commander's principal advisor on Air Force Complaints Resolution program. Oversees the operation and management of Self-Assessment, Exercise, and Inspection programs. Represents the Inspector General office and programs with a variety of wing and functional area organizations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Inspection Investigation Enforcement and Compliance Series 1801. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in establishing policies and procedures for accomplishing the mission and operations to ensure activities meet all policy directives and/or instructions; Establishing metrics and utilizing analysis systems for units to assess efficiency, effectiveness, and compliance with regulatory procedures; Evaluating requirements for additional resources submitted by supervisors, and balancing organization needs with overall mission requirements and resource interests; Identifying need for change in organization priorities and taking action to implement such changes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, administrative and legal procedures, and other decisions/standards related to agency activities and IG programs sufficient to conduct interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed. Knowledge of Air Force, MAJCOM, and installation program goals and objectives; IG functions, operations, policies, procedures, and practices; the sequence and timing of key operational events and milestones; and the relationship of various installation entities involved in overall program planning and execution of military operations and evaluations. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend or implement solutions for improvement. Ability to utilize AoP concepts and initiatives to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; and to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise/inform on complicated, sensitive, and occasionally controversial issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
