This position is located in the Budget and Grants Division of the Office of Assistance Coordination in the Bureau for Near Eastern Affairs of the U.S. Department of State (NEA/AC/BUGS). The Office of Assistance Coordination is responsible for managing strategic planning, assistance budget formulation, monitoring and evaluation, grants management, and USG assistance coordination for NEA, in close collaboration with U.S. Embassies, Department of State bureaus, and other federal agencies.
Duties
Responsible for developing annual budget estimates for the Departmental, OMB and Congressional budget submissions.
Contributes significantly to the accomplishment of the formulation of current and out-year budgets and development of narrative justifications linking budgets to levels of program efforts.
Formulates long-range budget estimates for multi-year programs and activities and the estimates of personnel and other resource needs.
Provides advice, support, guidance, and recommendations on the budget process and the assigned budget area to program officials and other managers.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in budgetary requirements and activities to maintain oversight and control over assigned areas of responsibility.
Experience formulating, justifying and executing budgets for a program or function area.
Experience applying budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify and execute assigned budget in support of the mission.
Experience applying budget execution knowledge to difficult and complex work assignments.
There is no substitute of education for specialized experience for the GS-13 position.
