About the Position: This job announcement is for a Public Affairs Specialist, GS-1035-11 with the Corporate Communications Office of the U.S. Army Corps of Engineers, Rock Island District. This position is located in Rock Island, IL.

Duties

Coordinate the planning, design, writing, editing, production, distribution of information brochures, pamphlets, and other general District publications, and exhibits. Gather and/or shoot videos, photographs, and artwork/graphics for inclusion in publications, exhibits, websites, speeches, and event support and other Public Affairs uses to communicate District mission stories. Assure that material(s) are suitable to the age and interest of the audience and meets time constraints and deadlines. Create educational videos and digital content is a matter of identifying command-oriented topics such as monthly observances, personality features or training materials published and/or printed for workforce consumption. Prepare speeches, briefings, and multi-media presentations, including PowerPoint slide preparation, on a wide variety of subjects for delivery by the District Commander and Staff.

  • Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site-specific, job-related requirements, and must maintain this license.

Minimum Qualifications for GS-11: Specialized Experience: One year of specialized experience which includes developing and disseminating oral and written information to the public through mass media (i.e., web, radio, television, newspapers, magazines, etc.); write, edit and/or design newsletters, brochures, or other informational products; and writing news releases and feature articles for publication and layout in a newsletter/newscast/news release. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Journalism, Communications, Public Relations Marketing, or a related field. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
