This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Security Specialist position is assigned to PEO Soldier, Acquisition Directorate located at Fort Belvoir, Virginia.
Duties
Serves as Security Specialist for a Program Executive Office (PEO). Functions as an expert in the development of a security program for major and highly complex Acquisition programs.
Implements, develops, and manages the PERSEC Program with responsibility for all facets of the personnel clearance program in support of acquisition programs.
Develops, interprets, and implements policies and procedures from regulatory requirements for the program.
Determines the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions;
as well as personnel security investigative requirements for assigned employees and support service contractor personnel requiring access to classified military information.
Responsible for implementing and managing the Command’s OPSEC Program by establishing OPSEC objectives, policies, and procedures for protecting acquisition programs.
Conducts comprehensive review and analysis of the command’s physical security plans and survey reports for compliance with existing policies and procedures.
Advises leadership of security deficiencies that would affect the security posture of the organization and then recommends revision of policy as a result of trends discovered in review and analysis processes.
Collaborates in planning for analysis and implementation of organizational acquisition security processes and functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- Selectee must be able to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) access.
- This is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
- May be required to obtain Security Professional Education Development (SPeD) : Security Fundamentals Professional Certification (SFPC) within 2 years of employment.
- May be required to obtain Anti-terrorism/Force Protection Level 2 certification and Operations Security (OPSEC) Level 2 certification.
- This is a Term, time limited position NTE 5 years. It may be extended up to a total of six (6) years. Non-competitive conversion of an employee to a career-conditional appointment may if approved and eligible under specific conditions.

One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the NH-03 pay band (GS-13 grade level or equivalent band) in the Federal Service which includes experience in one or more of the following areas: 1. Providing expert advisory in the areas such as physical security, personnel security, operations security and security administration of programs; 2. Providing oversight of various enhanced and collateral security programs; 3. Demonstrating resourcefulness in researching, developing and implementing new and improved security methods, policies and procedures to meet program objectives.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
