This position is part of the Office of Human Resources Management Division with U.S. International Development Finance Corporation. The Management Analyst serves as the agency authority on Workforce Management and Analysis and Information Systems. This position encompasses strategic financial oversight and acquisition coordination central to the delivery of talent management, strategic programs, human resources systems, workforce analysis, and risk management data analysis and documentation.

Duties

Assists the Vice President of HR and the HR Directors in the development and implementation of a business operational planning and execution, including the development of short and long-range financial plans, operating plans, and appropriate financial evaluative mechanisms to access performance of the human resources programs. Uses PRISM to compile reports, review and analyze financial data and report on business need and financial projection to include monthly reconciliation on spending. Consults with agency leaders in the areas of financial planning to support the timely planning and delivery of acquisition solutions, individual training, and OHRM programs. Utilizes advanced program analysis to develop and deploy a robust human capital measures program that measures the effectiveness of business decisions and drives high performance business results. Delivers OHRM special programs like Honors Awards through coordination and facilitation of support offices to include Office of Administration and Office of Information technology. Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-13 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability in all of the following: Experience coordinating agency-wide employee recognition programs with internal stakeholders. Integrating data from different sources (e.g., HR staffing and payroll systems, internal tracking documents, survey data, etc.) to comprehensively support a Human Resources division. Experience utilizing financial system tools, to create funding authorizations and obligations. Experience monitoring a program's budget, to ensure efficient operations. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This announcement may be used to fill similar positions, if additional vacancies occur.
