This position is located in the Office of the Assistant Administrator - Electric, Rural Utilities Service (RUS), Rural Development (RD), Grid Security Division.
This vacancy is to fill (1) position in Washington, D.C. Selectee must report for work in the listed duty location.
Duties
Serve as an analyst for Rural Utilities Service (RUS) Electric Program elements.
Prepare regulations and bulletins for use by borrowers and Electric Program staff, as well as staff instructions for use by Electric Program staff.
Conduct special studies and/or surveys that would typically involve complex problems or process improvements.
Serve as an analyst, evaluator, and advisor on the effectiveness and efficiency with which the RUS Electric Programs, e.g., electric distribution, transmission, and generation facilities etc., furnish and improve electric services in rural areas.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12); or its non-Federal equivalent that demonstrates: designing/conducting comprehensive management studies on program regulations, procedures, and objectives; participating in the development of new procedures to meet legislative and/or administrative changes in assigned program areas; preparing reports to provide data for both internal and external requests; recommending revisions to management review guides to keep current with legislative and regulatory program changes; reviews loan applications including factors affecting borrower financial positions and loan feasibility. There is no substitution of education for experience at the GS-13 level.
