About the Position: Serves as a Lead Human Resources (HR) Specialist working in Civilian Human Resources Agency (CHRA) Defense Health Agency, Center of Excellence (DHA COE), Indo-Pacific Service Center.
Duties
Utilizes a wide range of HR practices, laws, regulations, policies, and precedents.
Ensures that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met.
Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
Studies and advises managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.
Evaluates position management in assigned organizations and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes utilizing civilian human resource (HR) laws, regulations, policies, and procedures to resolve recruitment/staffing issues; providing full recruitment lifecycle civilian HR services to customers to include providing advisory services, completing job analysis, completing qualifications analysis, and coding or processing personnel actions; utilizing automated systems to complete HR-related tasks; and providing technical guidance, assistance, advice, or training to other employees regarding civilian HR recruitment/staffing topics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
