About the Position: Serves as a senior HR Specialist advising on and/or resolving a full range of operational problems which range from recurring through complex and unprecedented staffing and recruitment functions.

Duties

Develops long and short-range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals. Advises management on recruitment strategies, sources, special programs, recruitment, relocation and retention incentive programs. Provides guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria in support of recruitment and placement processes. Conducts briefings and/or informational sessions for managers or the workforce on human resource related topics to foster understanding and acceptance of new and/or revised HR regulations, policies and practices.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes providing integrated civilian human resources advisory services on recruitment and placement; researching and interpreting civilian human resources laws, regulations, policies, and practices in recruitment and other personnel actions; advising management on recruitment and placement strategies; and utilizing automated human resources systems to recruit applicants and code personnel actions and to query, retrieve, evaluate and/or analyze data to recommend solutions to civilian personnel problems or issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
