About the Position: This position is in the Naval Medical Center Office of San Diego Market, Resource Operations, San Diego, California. San Diego is a city on the Pacific coast of California known for its beaches, parks and warm climate. Immense Balboa Park is the site of the San Diego Zoo, as well as numerous art galleries, art studios museums and gardens. A deep harbor is the Home to a large active naval fleet, with the USS Midway an aircraft-carrier-turned-museum, open to the public.
Duties
Exercise a broad managerial authority for administering, planning, developing, and directing military and civilian personnel and manpower management programs.
Develop and implements policies, regulations, and procedures for a comprehensive civilian and military personnel and manpower management program.
Ensure determinations and decisions concerns personnel/manpower management policies and courses of action are consistent with laws and regulations.
Negotiate for resources and associated funding necessary to support program operations and policy implementation.
Serve as senior advisor and manages all matters concerning Human Capital, Special Salary Rates, Federal Viewpoint Survey, Civilian Personnel Management policies, Military Personnel Policy, etc.
Supervise and direct program operations. Plans and assigns work, sets priorities, advises on program goals and objectives, and makes decision on work problems presented by employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

Specialized Experience: One year of specialized experience which includes reviewing and analyzing civilian personnel and manpower policies; providing advice and guidance on military and civilian personnel topics to senior leadership; oversee manpower functions and ensuring accuracy of manning document; and managing a variety of personnel and manpower matters.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
