Duties

You will serve as a Safety Data Manager for database design of Safety Data Management and Customer Support. You will provide services, assistance, continuity and corporate memory to Deputy Director for Knowledge Management (KM). You will provide assistance in matters relating to data structures, data retrieval and analysis. You will support data structures, complex queries, data extraction, retrieval, quality assurance, statistical analysis, corrective action, technical support, policy interpretation, and training. You will serve as the Directorate’s corporate memory on mishap data provision and retrieval methods. You will ensure standardization and accuracy of data stored in and retrieved from the Navy’s Risk Management Information System (RMI) and other safety databases and resolves discrepancies. You will serve as database specialist on modeling new and modified data collection systems. You will assign work to teammates based on priorities, difficulty of assignments and the capabilities of employees. You will review assigned work for accuracy, timeliness, and mission accomplishment, and provides technical oversight. You will establish and enforce data governance policies to ensure data quality, security, and compliance with regulations. You will develop and implement data strategies that align with business objectives. This involves creating roadmaps for data management and ensuring that data architecture supports organizational goals. You will ensure that data from various sources can be integrated effectively. This involves working with ETL (Extract, Transform, Load) processes and data pipelines. You will assess and recommend new data technologies and tools that can improve data management and analysis capabilities. You will create and maintain comprehensive documentation of data architecture, including data models, data flows, and system designs. You will address and resolve data-related issues, such as data inconsistencies or integration challenges, and providing technical support for data-related queries. You will work closely with other teams such as data engineers, data scientists, and business analysts to understand their data needs and provide solutions. You will provide effective communication of data architecture concepts to non-technical stakeholders is essential.

  • This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role of 431 – KNOWLEDGE MANAGER proficiency level INTERMEDIATE.
  • You will be required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies.
  • You must obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment.
  • You must maintain those credentials as described in DoDM 8140.03 for DCWF role of 431 – KNOWLEDGE MANAGER proficiency level INTERMEDIATE.

Qualifications

Your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public performing work that involves the planning, development, implementation, and (DATAMGT) administration of systems for the acquisition, storage, and retrieval of data and performing the following: 1) Independently designing and optimizing complex SQL queries to retrieve information from multiple databases and format the outputs to meet the needs of internal and external stakeholders. 2) Demonstrating advanced proficiency in tuning SQL queries to optimize performance. 3) Using Toad Data Point and Toad for Oracle for query development and optimization, leveraging tools such as the SQL Optimizer, Code Analysis, and Database Browser. 4) Using Oracle Server for query performance tuning. 5) Designing data structures that support business requirements and ensure data integrity, demonstrating expertise in database normalization and creating efficient database schemas. 6) Leveraging Oracle views and materialized views. There is no educational substitution for experience in this series at this grade level.
