About the Position: ACC delivers contracting solutions in order to support the Army and unified land operations. ACC enables Army readiness through global, expeditionary contracting support to warfighters engaged in military operations, weapon systems acquisition, life cycle management, sustainment and acquisition of goods.

Duties

Evaluate, initiate, develop and recommends contract property administration policy for promulgation in the FAR and DFARS. Act as ACC’s SME in contract property administration and plant clearance, interfacing with AMC, DASA (P), DCMA, and DoD and non-DoD departments or agencies. Establish and propagate standardized guidance and procedures for property system analysis programs to assess the effectiveness of contractor Government property management systems. Serve as the subject matter expert for any questions or concerns from subordinate commands concerning Property Management Plan submittal and review. Draft and recommend comments the FAR, DFARs and AFARs which is the principal acquisition regulation used by all federal agencies. Maintain liaison and coordination for all areas affecting contract property administration and plant clearance policy. Represents ACC on matters on property administration and plant clearance; Consults and coordinates with the Directors and key operating personnel of other Headquarters, and within the Executive Directorate, Contracting Operations. Plan, conduct, and participate in the development of directives to implement contract property administration and plant clearance policies and procedures throughout the enterprise. Develop, review, evaluate, recommend, and provide specific expertise concerning contract administration policies and procedures. Participate on working groups established by that Office to review Army-wide contract property administration and plant clearance policies and procedures. Conduct program reviews of field activities to determine effectiveness of policies, operations and procedures and develops details of policy and procedural changes to improve operations. Perform program or agency-oriented reviews of property acquisition, control, management, use, and disposition as dictated by contracting conditions where applicable. Serve as the ACC program administrator for the Contract Property Management System providing DA, DOD, and Congress with visibility on the acquisition cost and quantity of all DoD property in the custody of contractors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • The duties of this position require occasional temporary duty (TDY) travel of up to 25% of the time.
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty. Obtain and maintain a current Defense Acquisition Credential in Industrial Contract Property Management (CIND 001)
