About the Position: Serves as Industrial Property Management Specialist (Lead) within the Army Contracting Command-Redstone Arsenal (ACC-RSA) with extensive knowledge of contract property administration, plant clearance policy and, acquisition regulations.
Duties
Serve as a Lead Property Management Specialist to lower grade Property Management Specialists.
Serve as the Lead Property Administrator over CONUS/OCONUS Government Furnished Property (GFP) contracts.
Develop the total Property Administration Program for contracts assigned to the organization.
Report to the organization the general condition and special problems concerning property administration.
Provide policy and procedural guidance to the organization.
Execute the total management program for contractors possessing and managing GFP in the performance of the organization contracts.
Assist developing policy and procedural implementation of regulations relating to Contract Property Administration and Plant Clearance.
Serve as a Subject Matter Expert (SME) on Government Property and Plant Clearance for the Army Contracting Command.
Serve as lead consultant on property and plant clearance administration matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification or Contracting Professional within 36 months of entrance on duty.
- Must file a Financial Disclosure Statement, OGE, Form 450, upon entry onto the position and annually thereafter.
- Business travel required 25% of the time.

Specialized Experience: One year of specialized experiencewhich includes:1) Developing property administration programs; 2) Monitoring contracts to ensure adequate control of government property; 3) Solving property management issues associated with the identification, use, and maintenance of property; AND 4) Providing advice related to property management and clearance functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
