Vacancies will be filled in the following specialty areas:
Online Services
The following are the duties of this position at the full working level.
Conduct projects from conception to launch by applying content design and development skills such as marketing, communications, writing and editing. Demonstrate an understanding of content usability by identifying issues.
Lead and support digital projects through their full life cycle and help with project proposals and plans, scope definitions, research, recommendations of approach and final implementations.
Develop digital solutions in the context of larger projects.
Identify needs and opportunities to improve customer experience and support the development of new concepts, processes and strategies.
Consult with appropriate experts in digital content to present agency information online in the most effective, factual and user-friendly manner.
Support the editing and publishing of web pages and other digital content, as needed.
Conduct complex analytical and evaluative reviews using analytics and other metrics to uncoverinformation for improving people's experience with IRS online.
Evaluate, write and edit content for adherence to general usability or heuristic standards andimprove its usability, accessibility and compliance with plain language and search engineoptimization standards.
Audit and analyze digital content and help with planning to create, maintain, revise and archivethat content based on user needs and business goals.
Research products, services, processes and strategies to identify and recommend opportunities toimprove IRS digital content.
Prepare presentations, summaries, articles, directives, policy statements and other writtenguidelines and recommendations relating to IRS digital content.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GRADE-9: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS7 grade level in the Federal service. Specialized experience for this position includes: Experience using digital technologies to present information to the public. Experience with analytical techniques, principles, concepts, theories and methods to analyze facts and draw conclusions. Experience applying project management principles and processes to support content projects in order to present an organization's information online in the most effective, factual and user-friendly manner. Experience using emerging media and digital policies, products and technologies to improve digital customer experience. Experience with online trends, design, user experience and technology concepts and principles to bring digital projects from conception to launch. Experience using oral and written communication techniques to articulate findings, prepare reports and make recommendations to management, to communicate proposals to partners across the organization, and to consult and coordinate with subject matter experts to ensure the organization's website meets the public's information needs. Experience using plain language standards, editorial techniques and digital communication principals to write and edit topics for the general public to consume on a digital platform. Experience using workload management techniques in order to plan and organize work assignments and to work with peers to implement recommendations that require changes in established procedures.
OR You may qualify based on education as follows: A Master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR 2 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study
OR LL.B or J.D., if related.
OR You my qualify with anequivalent combination of graduate education and experience.

Experience applying project management principles and processes to support content projects in order to present an organization's information online in the most effective, factual and user-friendly manner. Experience using emerging media and digital policies, products and technologies to improve digital customer experience. Experience with online trends, design, user experience and technology concepts and principles to bring digital projects from conception to launch. Experience using oral and written communication techniques to articulate findings, prepare reports and make recommendations to management, communicate proposals to partners across the organization, and consult and coordinate with subject matter experts to ensure the organization's site meets the public's information needs. OR You may qualify based on education as follows: A Ph.D., or equivalent doctoral degree in a related field of study
OR 3 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study
OR LL.M., if related.
OR You my qualify with an equivalent combination of education and experience.
SPECIALIZED EXPERIENCE GRADE 12: To be minimally qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-11) in the normal line of progression. Specialized experience for this position includes: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS11 grade level in the Federal service. Specialized experience for this position includes: Experience using digital content development and design, editorial, information architecture, data transparency, and digital technologies in order to present an organization's information to the public. Experience with analytical techniques, principles, concepts, theories, and methods to analyze facts and draw conclusions. Experience applying project management principles and processes to support content projects in order to present an organization's information online in the most effective, factual and user-friendly manner. Experience using emerging media and digital policies, products and technologies to improve digital customer experience. Experience with online trends, design, user experience and technology concepts and principles to bring digital projects from conception to launch.Experience using oral and written communication techniques to articulate findings, prepare reports and make recommendations to management, effectively communicate proposals to partners across the organization, and consult and coordinate with subject matter experts to ensure the organization's site meets the public's information needs. AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
